Insert the USB recovery drive into the USB port on your Surface and then press and hold the volume-down button while you press and release the power button. I have a Surface Pro 6 from roughly April 2019.

After logo displays release Vol.
Surface pro 7 stuck on windows logo. Press and hold down the power button until your Surface shuts down and restarts and you see the Windows logo screen about 20 seconds then release the power button. All within about 3 seconds of hitting the power button. I had same experience with Mr Lester stuck at Microsoft logo when restarting my surface pro 7 Im already follow your advice.
After your Surface restarts we recommend running the Surface Diagnostic Toolkit to make sure your device is updated and working as expected. Im sure this has been brought up in the past however I have one of those Surface Pros Gen 5 1796 models that must be stuck on a bad windows update. Start your Surface by using a USB recovery drive.
When you see the Windows logo on your Surfaces screen release your finger from the button. It does not take long. USB continues to flash as it boots up.
When the Surface logo appears release the volume-down button. Issue – Trying to boot – Get Windows logo then black screen. This is the closest I can get to booting it.
I created the recovery USB from a Surface Pro 3 my work PC unchecking the save-system-files. Reset your Surface using a USB recovery drive. Holding power for 30 seconds doesnt work cant enter bios with volume up and power.
Force shutdown by holding the Power and Volume Up for 15 seconds. When I try to boot it by pressing the Power button it shows me a white Windows logo for 1-3 seconds it varies how long then goes back to screen off. As explained in the link above to boot the Surface Pro to a USB press.
Press and hold down the power button until your Surface restarts and you see the Windows logo screen about 20 seconds then release the power button with no external devices are attached Butits still stuck with microsoft logo. The above mentioned troubleshooting steps can be performed if you can still access this device but if it is currently stuck on the Windows logo you may need to force shutdown the surface device by pressing and holding the power button and the volume for 20 seconds or up until the screen turns off then restart your Surface after few seconds. Release the power button then press and hold the power and volume up buttons simultaneously for 15 seconds.
Press the power button for around 20 seconds. Press the Surface power button for 30 seconds.
